Charles County Maryland Government Adult Drug Court Program. The Adult Drug Court Program is a voluntary, four-phase program created to rehabilitate offenders with substance use disorders. The population served are post-plea Charles County Circuit Court defendants who are Charles County residents, have been diagnosed with a substance use disorder, are non-violent and are determined to be high risk/high needs per the risk assessment tool. The Adult Drug Court offers individualized case management services, which includes mental health and substance use treatment, physical health, educational and vocational opportunities, pro-social activities, life skills training and other services to address issues that contribute to substance use and criminal behavior.
